On May 26, 2026, investigators of the Berdiansk District Police Department issued a notice of suspicion under Article 438 of the Criminal Code of Ukraine to a Russian serviceman from Chechnya accused of torturing a civilian resident of the village of Osypenko in the Zaporizhzhia region.
Who is the suspect
Timur Admanovich Ibriyev (born February 2, 1982) is a native of Argun, in the former Chechen-Ingush Autonomous Soviet Socialist Republic. He served in a unit of the russian Ministry of Internal Affairs in the Chechen Republic.
He holds the rank of senior lieutenant and used the call sign "Talib".
Circumstances of the crime
According to the investigation, on April 13, 2022, at about 11:00 p.m., Ibriyev and a group of armed russian servicemen forced their way into a family home in the village of Osypenko, Berdiansk district, Zaporizhzhia region.
The russian troops severely beat the homeowner while demanding information about weapons and threatening to shoot him. They then placed a bag over his head, handcuffed him and took him to the local stadium at 2 Vereshchahina Street, where russian forces had established a base and a torture site.
The victim's two minor sons were left without their father for 43 days. According to the case materials, the children were also threatened with weapons and execution.
Meanwhile, the victim was subjected to repeated torture at the stadium.
Investigators say Ibriyev personally took part in the abuse. He allegedly beat the man on the head and back with a hammer and later repeatedly staged mock executions by firing a weapon close to the victim's ear.
The man was held in the stadium's boiler room for nearly six weeks, until May 26, 2022, without adequate food, drinking water, medical assistance or access to basic sanitation.
As a result of the torture, he suffered fractures to three ribs.
Suspicion
Ibriyev is suspected of violating the laws and customs of war under Part 1 of Article 438 of the Criminal Code of Ukraine, specifically through the cruel treatment of civilians.
According to investigators, he committed grave breaches of international humanitarian law, including provisions of the Geneva Convention relative to the Protection of Civilian Persons in Time of War and Additional Protocol I.
Under the Rome Statute of the International Criminal Court, torture, inhuman treatment and the unlawful deprivation of liberty of civilians constitute war crimes.
The criminal case was registered in the Unified Register of Pre-Trial Investigations under No. 12025082130000070 on August 19, 2025.
