On July 7, 2026, the Main Investigation Department of the National Police of Ukraine reported suspicion under Article 438 of the Criminal Code of Ukraine against a russian occupier for the rape of a minor girl in one of the villages of Kherson region in 2024. The occupier was identified with the involvement of analytics of Ukraine's Defense Intelligence (HUR).
Who is the suspect
Magomedov Mumadi Magomedovich (born February 28, 1990) — a native of the village of Pobedynskoye, Grozny District, Chechen-Ingush ASSR. A serviceman of the russian armed forces, call sign “Black”.
At the time of the crime, he was a paramedic in the motorized rifle company of the motorized rifle battalion of the 70th Motorized Rifle Regiment, 42nd Motorized Rifle Division, 58th Combined Arms Army, southern military district of the armed forces of the russian federation (military unit 71718).

Circumstances of the crime
On March 24, 2024, at about 10:00 p.m., Magomedov, who was driving through one of the streets of an occupied village in Kherson region together with an unidentified russian serviceman (call sign “Khoma”), saw a girl walking along the road.
Russians stopped the car near the girl and distracted her by asking what time it was. While she was taking out her mobile phone to check the time, “Khoma” opened the rear door of the car, grabbed the girl by the arms, and forcibly pulled her into the vehicle.
After that, grabbing the victim by the hair and pulling her head back, he forcibly put an unknown pill into her mouth and forced her to swallow it, causing her to show signs of intoxication.
While the girl was under the influence of the unknown substance, Magomedov and “Khoma” took turns raping her in the car.
They then took her to one of the houses in the village, where they continued to rape her until about two a.m.
Suspicion
Magomedov is suspected of committing a criminal offense under Part One of Article 438 of the Criminal Code of Ukraine, namely cruel treatment of civilians.
His actions violated the provisions of the Geneva Convention relative to the Protection of Civilian Persons in Time of War and Additional Protocol I. According to the Rome Statute of the International Criminal Court, rape committed during armed conflict constitutes a war crime.
The criminal proceedings were entered into the Unified Register of Pre-Trial Investigations under No. 42025000000000089 on January 30, 2025.
