Ombudsman: Russians executed at least 337 surrendered Ukrainian soldiers

The Russian military has executed at least 337 Ukrainian servicemen who surrendered, Ukrainian Parliamentary Commissioner for Human Rights Dmytro Lubinets said on May 14.

According to Lubinets, such actions are a systematic practice of the Russian army and constitute war crimes.

“We have data on 337 of our soldiers who surrendered and were deliberately shot by Russian troops,” the ombudsman said during a television broadcast.

He added that Ukrainian intelligence also has information indicating that Russian commanders ordered troops to mutilate the bodies of fallen Ukrainian soldiers.

The latest such case was recorded on May 12, when Russian troops allegedly decapitated two Ukrainian soldiers killed in an ambush in the Huliaypillia sector.

According to intercepted communications cited by Lubinets, a Russian commander ordered the heads to be left in a visible place. The ombudsman said the same officer had previously ordered the torture of Ukrainian prisoners of war.

Lubinets said the UN Human Rights Monitoring Mission had documented the incident and would include it in a report to the UN General Assembly.

The ombudsman called on Ukraine’s international partners to move beyond expressions of “deep concern” and support the establishment of a special tribunal, as well as the issuance of arrest warrants through the International Criminal Court for Russian servicemen involved in such crimes.
