The Security Service of Ukraine (SBU) has classified russian strikes on Ukraine’s energy infrastructure as crimes against humanity.
Since the start of this year’s heating season, the SBU has documented 256 air attacks by the russian Federation targeting energy facilities and heating systems across Ukraine. The data shows that these attacks are systematic and deliberately targeted.
Since early October 2025, russian forces have struck 11 hydroelectric power plants and 45 major combined heat and power plants. In addition, they carried out 49 precision strikes on thermal power plants and 151 attacks on electricity substations in different regions.
Each documented attack was combined in nature, involving dozens of russian drones and missiles launched simultaneously, indicating a high level of planning and coordination.
The heaviest strikes targeted heat and power generation facilities in Kyiv and the Kyiv region, as well as in Kharkiv, Odesa, Dnipro, Sumy, Mykolaiv and Chernihiv regions.
Investigators confirmed that russia used Iskander and Kalibr ballistic and cruise missiles, Kh-101 and Kh-69 missiles, as well as Geranium attack drones. The use of such a broad arsenal of high-precision weapons demonstrates the intentional targeting of civilian infrastructure.
The systematic attacks during a period of severe cold caused large-scale outages of electricity and heating, as well as disruptions to water supply for millions of civilians. People were left in extreme conditions without basic utilities during the coldest time of the year.
The SBU has classified russia’s systematic destruction of Ukraine’s energy system as crimes against humanity under Article 442-1 of Ukraine’s Criminal Code. This legal qualification applies because russian forces deliberately created living conditions aimed at the physical destruction of part of the civilian population.
The article defines these actions as international crimes, meaning they can be prosecuted in Ukrainian and foreign courts, including international tribunals.
The SBU said it will seek to ensure that every russian military commander and official involved is held accountable.
All collected evidence will be used in national and international courts to prosecute those responsible for war crimes and crimes against humanity.
