Three russian paratroopers formally notified of suspicion over Hostomel civilian shooting

On February 26, 2026, the Main Directorate of the National Police in Kyiv Oblast formally notified three servicemen of the 76th Air Assault Division of the russian Armed Forces of suspicion over the shooting of an unarmed civilian in Hostomel in March 2022.

What is known about the suspects

Kim Yuriy Vladimirovich (born 3 July 1997) — senior lieutenant, commander of an assault company. He directly gave an unlawful order to shoot the civilian.

Pervunin Vladislav Borisovich (born 9 September 1988) — senior sergeant, commander of a combat vehicle. He carried out the order and opened fire.

Isakov Andrey Dmitrievich (born 19 May 2002) — corporal, deputy commander of a combat vehicle and gunner-operator. He also carried out the order and opened fire.

All three were servicemen of the 234th Air Assault Regiment of the 76th Air Assault Division of the russian Airborne Forces.

Circumstances of the crime

From late February to March 31, 2022, the town of Hostomel in Bucha district, Kyiv region, was under temporary russian occupation. On March 8, 2022, units of the 234th Regiment took up combat positions along Tsentralna Street, near houses No. 42 and No. 43.

On that day, between 11:50 a.m. and 12:05 p.m., an unarmed civilian man, dressed in civilian clothing and showing no signs of affiliation with the defense forces, was walking along the railway tracks near these houses toward Irpin. He was not a member of the Armed Forces of Ukraine or any other military formation and did not take part in hostilities.

Pervunin and Isakov stopped him and sought instructions from their commander, Kim, regarding the civilian. Kim, fully aware that the man was a civilian protected under international humanitarian law, nevertheless gave the order to shoot him.

Acting on that order, Pervunin and Isakov opened fire with automatic weapons without any warning. The man sustained at least two gunshot wounds. According to the forensic medical examination, his death was caused by a penetrating gunshot wound to the head.

Suspicion

All three were formally notified of suspicion under Part 2 of Article 438 of the Criminal Code of Ukraine — violation of the laws and customs of war combined with premeditated murder.

The shooting of a civilian constitutes a gross violation of Additional Protocol I to the Geneva Conventions, which prohibits attacks against civilians, and qualifies as a war crime under international humanitarian law.
