On April 28, 2026, the Main Investigation Department of the National Police of Ukraine served notices of suspicion under Article 438 of the Criminal Code of Ukraine to two russian prison officers from Kamensk-Shakhtinsky.
Who are the suspects
Oleg Yuryevich Fateyev (born January 2, 1981) — a native of Grozny, Chechnya.
Nikita Alexandrovich Pushkaryov (born October 14, 1999) — a native of the city of Donetsk in Rostov region of the russian federation.
Both served as security inspectors at Federal State Institution “Correctional Colony No. 12 of the Main Directorate of the Federal Penitentiary Service of russia for Rostov Region” in the city of Kamensk-Shakhtinsky.
Circumstances of the crime
Under the leadership of colony head Anatolii Kaplunov (who has also been served with a notice of suspicion), a system of cruel treatment of Ukrainian citizens was established in the colony, involving, among others, Fatieiev and Pushkarov.
The investigation collected evidence of their participation in the torture of at least two people.

In February 2023, Fatieiev forced the victim into a stress position known as a “split stance” and delivered at least six punches to the kidney and liver area, as well as 10 kicks to the legs.
In April 2023, Pushkarov also forced the man into the same “split stance,” after which he struck him 10 times with his fists in the chest and kidney area and delivered another 10 kicks to his limbs.
In April 2024, he hit the victim more than 20 times with a football from close range, striking the torso and head.

The prison officers forced the Ukrainian prisoner to stand for long periods without rest, including outdoors for up to eight consecutive hours in extreme temperatures without warm clothing.
Pushkarov also forced the victim to jump from the second tier of a bunk bed, calling him a “paratrooper,” and organized fights between prisoners.
In October 2022, Pushkarov beat the victim with a rubber baton, and in November 2022, Fatieiev pushed him onto asphalt and delivered at least seven kicks.
As a result of systematic beatings and critical exhaustion, the victim developed bilateral purulent pneumonia, from which he died. He continued to be tortured even on the day of his death. When the man was already in critical condition, Pushkarov and other prison staff inflicted approximately 45 blows with rubber batons while attempting to force-feed him bread.
Notice of suspicion
Fatieiev and Pushkarov were notified of suspicion under Parts 1 and 2 of Article 438 of the Criminal Code of Ukraine — cruel treatment of civilians, including acts combined with intentional killing.
The criminal proceeding was entered into the Unified Register of Pre-Trial Investigations under No. 12022052690000268 dated April 16, 2022.
