Ukraine asks EU to ban 130 russian commanders involved in missile strikes

Ukraine has handed over to the European Union documents containing personal data on about 130 russian military commanders involved in missile strikes on Ukrainian cities and has called for sanctions and a ban on their entry into the EU. The documents also include information on nearly 300 relatives of the individuals on the list, the President’s Office announced on March 15, 2026.

The list includes long-range aviation pilots, sailors of surface and submarine missile carriers, and officers of land-based missile brigades. Since the beginning of the full-scale invasion, russian long-range aviation has fired more than 4,100 cruise missiles at Ukraine, enemy frigates have fired more than 1,500 sea-based missiles, and the 1st Missile Brigade of russia’s Southern Military District alone has participated in more than 220 attacks. Similar crimes were committed by the 12th, 26th, 40th, 64th, 92nd, 103rd, 107th, 112th, 119th, and 448th missile brigades.

Verified data confirm the involvement of 35 Russian occupiers from the 44th Separate Aviation Regiment, the 52nd, 121st, 200th and 182nd Heavy Bomber Regiments, as well as the 22nd and 326th Heavy Bomber Aviation Divisions. In addition, there is information on 89 of their relatives.

Among crew members and commanders of surface and submarine missile carriers, as well as coastal missile systems, 67 occupiers and 155 members of their families have been identified.

There is also confirmed information on 34 russian occupiers who have access to land-based missile systems and 92 members of their families.

“We will also work to ensure that all participants in russia’s war are subject to EU sanctions. Each of them bears personal responsibility for the attacks on Ukraine, our people, and critical infrastructure. There must be fair punishment for all of this,” said Vladyslav Vlasiuk, Advisor to the Presidential Commissioner for Sanctions Policy.
