A 34-year-old russian serviceman will stand trial in Ukraine on charges of violating the laws and customs of war (Part 2, Article 438 of the Criminal Code of Ukraine). Prosecutors say he ordered a tank crew to fire on a residential building during the occupation of the Sumy region, killing a civilian.

Suspect

Vyacheslav Nikolaevich Izgrebin (born June 2, 1992) is a native of the village of Alekseno in russia’s Yaroslavl region.

At the time of the full-scale invasion, he served in military unit 58198 — the 1st Tank Regiment of the 2nd Motor Rifle Division, part of the 1st Tank Army of russia’s Western Military District. He held the rank of senior sergeant and was a tank commander.

Circumstances of the crime

According to the investigation, on February 27, 2022, Izgrebin’s unit stopped on a field road between the villages of Hirne and Opolonske in the Sumy district. He allegedly ordered his crew to fire a 125 mm tank gun at a residential house in the village of Stare Selo.

A 61-year-old resident who was standing near the gate was fatally wounded by shrapnel from the explosion.

In February 2026, the suspect was formally notified of suspicion and placed on the wanted list.

The indictment was approved by the Sumy District Prosecutor’s Office and submitted to court on April 30, 2026.

The pre-trial investigation was conducted by investigators from Police Department No. 4 (Sumy) under the procedural supervision of the Sumy District Prosecutor’s Office, with operational support from the Criminal Investigation Department in cooperation with the Security Service of Ukraine (SBU).

Ukraine’s Defence Intelligence also provided analytical support.

The criminal proceedings were registered in the Unified Register of Pre-Trial Investigations under No. 12022200480000375 on March 1, 2022.
