There are reasonable grounds to believe that the person is involved in organizing, directing, and directly conducting "filtration," which was accompanied by interrogations of prisoners using torture, cruel treatment of the civilian population, hostage-taking, as well as making direct decisions regarding the illegal deportation of captured local residents to the territory of the russian federation.
These actions, directed against the civilian population, are a component of the aggressive war of russia against Ukraine, and at the same time contain signs of a violation of the laws and customs of war. Along with this, the person did not use the right to refuse to execute a clearly criminal order, the obligation of non-execution of which is provided by the norms of international law, thus becoming an accomplice to the crime.
