While holding the position of commander of the sabotage and reconnaissance brigade "Volki", carried out direct command of the brigade, operational management, planning, coordination, and direction of its sabotage and reconnaissance activities and combat use. There are reasonable grounds to believe that the person is involved in organizing, directing, and ensuring the execution of criminal orders regarding the conduct of combat operations, carrying out sabotage and armed attacks in densely populated settlements and on civilian infrastructure facilities, which are not military targets.

These actions led to the death of civilians and large-scale destruction, being a component of the russian aggressive war against Ukraine, and at the same time contain signs of a violation of the laws and customs of war. Along with this, the person did not use the right to refuse to execute a clearly criminal order, the obligation of non-execution of which is provided by the norms of international law, thus becoming an accomplice to the crime.
