While holding the position of Chief of Staff - Deputy Commander of the Kursk Military Group of the Northern Military Group of the Joint Forces of the Russian Federation in Ukraine, he planned, coordinated and directed combat operations of subordinate units, organized military cooperation and comprehensive support for armed aggression. There are reasonable grounds to believe that the person is involved in organizing, directing and ensuring the execution of criminal orders for the conduct of hostilities by units of the russian armed forces, which carry out missile, artillery and air strikes on densely populated cities, energy and civilian infrastructure facilities that are not military targets.

These actions led to massive civilian deaths and large-scale destruction, being part of russia's aggressive war against Ukraine and at the same time contain signs of violation of the laws and customs of war. At the same time, the person did not exercise the right to refuse to execute a clearly criminal order, the obligation to disobey which is provided for by international law, thus becoming an accomplice in the crime.
