While holding the position of chief of staff - first deputy commander of the Task Force "Sever" of the Joint Task Force (Forces) of the russian federation in Ukraine, carried out the planning, coordination, and direction of combat operations of subordinate units, organization of troop interaction, and comprehensive support of the armed aggression. There are reasonable grounds to believe that the person is involved in organizing, directing, and ensuring the execution of criminal orders regarding the conduct of combat operations by units of the russian armed forces, which carry out missile, artillery, and aviation strikes on densely populated cities, energy, and civilian infrastructure facilities, which are not military targets.
These actions led to the mass death of civilians and large-scale destruction, being a component of the aggressive war of russia against Ukraine, and at the same time contain signs of a violation of the laws and customs of war. Along with this, the person did not use the right to refuse to execute a clearly criminal order, the obligation of non-execution of which is provided by the norms of international law, thus becoming an accomplice to the crime.
