While serving as deputy commander of the 20th Combined Arms Army of the Moscow Military District of the russian federation, he exercised direct operational command over subordinate formations and military units, as well as the planning, organization, and coordination of large-scale combat operations at the operational-tactical level. There are reasonable grounds to believe that the individual was involved in organizing, directing, and ensuring the execution of criminal orders during the military invasion, coordinating combined-arms operations, as well as artillery and air strikes on densely populated cities and civilian infrastructure facilities that are not military targets.
These actions led to widespread destruction and mass casualties among the civilian population, constituting part of the russian war against Ukraine and simultaneously exhibiting signs of violations of the laws and customs of war. Furthermore, the individual failed to exercise the right to refuse to carry out a manifestly criminal order, the duty to disobey which is provided for by the norms of international law, thereby becoming an accomplice to the crime.
