Vice Admiral, Head of the Center, Deputy Commander of the Joint Forces Grouping, Center for Planning and Coordination of Fire Destruction of the russian Joint Forces Group in Ukraine

While holding the position of head of the Center for Planning and Coordination of Fire Engagement of the joint group of forces of the russian federation in Ukraine - deputy commander of the joint group of forces, carried out direct operational management, planning, coordination, and direction of subordinate forces regarding fire engagement. There are reasonable grounds to believe that the person is involved in organizing, directing, and directly giving the criminal order to prepare and carry out a fire strike with ballistic weapons on the city of Sumy on April 13, 2025, on Palm Sunday. As a result of this enemy strike, 35 people died, including two children, and 125 people, of which 22 were minors, suffered injuries of varying severity. Also, nearly 100 objects of civilian infrastructure were destroyed and damaged, including apartment buildings, educational institutions, shops, public transport, and architectural monuments of local significance, which are not military targets.

These actions, directed against the civilian population, are a component of the aggressive war of russia against Ukraine, and at the same time contain signs of a violation of the laws and customs of war. Along with this, the person did not use the right to refuse to execute a clearly criminal order, the obligation of non-execution of which is provided by the norms of international law, thus becoming an accomplice to the crime.
