While holding the position of deputy commander of the 83rd separate airborne assault brigade of the airborne forces of the russian armed forces, carried out direct leadership, preparation, and organization of the actions of subordinate units. There are reasonable grounds to believe that the person is involved in organizing, directing, and directly ensuring the commission of war crimes against the civilian population during the occupation of the Vyshhorod district of the Kyiv oblast.

In particular, in March 2022, under his command, a torture chamber was set up in the village of Dymer on the territory of an enterprise, where hundreds of local residents were illegally held in inhumane conditions (in a cold, unheated room without sufficient food, water, and access to medical care, blindfolded and with hands tied). During the so-called "interrogations," detainees were systematically subjected to physical violence, psychological pressure, beatings with rifle butts, mock executions, torture with electric shockers, and death threats in order to extract fabricated "confessions."

These actions, directed against the civilian population, are a component of the aggressive war of russia against Ukraine, and at the same time contain signs of a violation of the laws and customs of war. Along with this, the person did not use the right to refuse to execute a clearly criminal order, the obligation of non-execution of which is provided by the norms of international law, thus becoming an accomplice to the crime.
