Took a direct part in open military invasion into Ukraine. Involved in committing war crimes against the civilian population. On March 21, 2022, Arltan Manzhiev, Viktor Klimenko, and other unidentified servicemen of the 108th Airborne Assault Regiment of the 7th Airborne Division of the russian armed forces detained, tortured, and killed a civilian in the village of Novopetrivka, Bashtanka district, Mykolaiv oblast, Ukraine. The victim was beaten with hands, feet, and a rifle butt, had their teeth filed down with a file, and had their fingers cut off with an entrenching tool. To conceal the torture, Manzhiev and Klimenko took the Ukrainian civilian to an irrigation canal near Mykolaiv and shot him. Additionally, on March 21, 2022, Manzhiev and Klimenko threatened to kill another civilian in Novopetrivka, Bashtanka district, Mykolaiv region, beat him, and unlawfully detained him. On May 20, 2024, Manzhiev was informed of the suspicion under Part 1 of Article 28 and Part 2 of Article 438 of the Criminal Code of Ukraine for cruel treatment of the civilian population involving premeditated murder committed by a group of persons, and under Part 1 of Article 28 and Part 1 of Article 438 of the Criminal Code of Ukraine for cruel treatment of the civilian population committed by a group of persons.
