Took a direct part in open military invasion into Ukraine. Involved in committing war crimes against the civilian population. Specifically, on March 21, 2022, Viktor Klimenko, Arltan Manzhiev, and other unidentified servicemen of the 108th Airborne Assault Regiment of the 7th Airborne Division of the russian armed rorces detained, tortured, and killed a civilian in the village of Novopetrivka, Bashtanka district, Mykolaiv oblast, Ukraine. The victim was beaten with hands, feet, and a rifle butt, had their teeth filed down with a file, and had their fingers cut off with an entrenching tool. To conceal the torture, Manzhiev and Klimenko took the man to an irrigation canal near Mykolaiv and shot him. Additionally, on March 21, 2022, Klimenko and Manzhiev threatened another civilian with execution in the village of Novopetrivka, Bashtanka district, Mykolaiv oblast, beat him, and unlawfully detained him. On May 20, 2024, Klimenko was informed of suspicion under Part 1 of Article 28 and Part 2 of Article 438 of the Criminal Code of Ukraine for cruel treatment of the civilian population involving premeditated murder committed by a group of persons, and under Part 1 of Article 28 and Part 1 of Article 438 of the Criminal Code of Ukraine for cruel treatment of the civilian population committed by a group of persons.
