While serving as deputy head of the centre for military testing and flight training at the 4th State Centre for Aviation Personnel Training and Military Testing of the Russian Federation, and previously as commander of the 44th Separate Special Purpose Long-Range Aviation Regiment of the russian federation air force, he exercised direct command of an aviation regiment armed with aeroballistic missile carrier aircraft (MiG-31K) and ensured the training of flight personnel. There are reasonable grounds to believe that the person was involved in giving criminal orders to crews to launch aeroballistic missiles from the "Kinzhal" aviation missile complex at densely populated cities, critical infrastructure facilities and residential buildings that are not military targets, as well as to the transfer of criminal experience and training of personnel for combat operations, resulting in mass civilian casualties and large-scale destruction.
These actions are part of the russian aggressive war against Ukraine and at the same time contain signs of violations of the laws and customs of war. At the same time, the person did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to carry out which is provided for by international law, thus becoming an accomplice to the crime.
