There are reasonable grounds to believe that the person was involved in organising and directly executing criminal orders to launch air-based cruise missiles during massive attacks on critical energy infrastructure in Ukraine. These actions were aimed at the deliberate destruction of the civilian population's life support system, which led to interruptions in heat and electricity supply, creating a humanitarian crisis and threatening the lives of civilians.

These actions are part of the russian aggressive war against Ukraine and also constitute violations of the laws and customs of war. At the same time, the individual did not exercise his right to refuse to carry out a clearly criminal order, the non-execution of which is provided for by international law, thus becoming a direct perpetrator and accomplice to the crime.
