While serving as chief of staff and deputy commander of the 121st Heavy Bomber Aviation Regiment of the 22nd Heavy Bomber Aviation Division of the Long-Range Aviation of the Air and Space Forces of the russian armed forces, he was directly involved in planning combat operations and coordinating the management of the regiment's units. There are reasonable grounds to believe that the person was involved in developing flight tasks and routes and ensuring the execution of orders to strike densely populated cities and energy and civilian infrastructure facilities that are not military targets, which led to mass casualties among the civilian population.
These actions are part of the russian aggressive war against Ukraine and at the same time contain signs of violations of the laws and customs of war. At the same time, the person did not exercise the right to refuse to carry out a clearly criminal order, the obligation not to carry out which is provided for by international law, thus becoming an accomplice to the crime.
While serving as commander of an aviation squadron (on Tu-95MS aircraft) of the 121st Heavy Bomber Aviation Regiment of the 22nd Heavy Bomber Aviation Division of the Long-Range Aviation of the Air and Space Forces of the russian federation, he exercised direct command of the unit and personally participated in combat sorties. There are reasonable grounds to believe that the person was involved in organising and directly executing criminal orders to launch air-based cruise missiles during massive attacks on critical energy infrastructure in Ukraine. These actions were aimed at the deliberate destruction of the civilian population's life support system, which led to interruptions in heat and electricity supply, creating a humanitarian crisis and threatening the lives of civilians.
These actions are part of the russian aggressive war against Ukraine and also constitute violations of the laws and customs of war. At the same time, the individual did not exercise his right to refuse to carry out a clearly criminal order, the non-execution of which is provided for by international law, thus becoming a direct perpetrator and accomplice to the crime.
