While holding the position of head of the air defense and missile defense troops directorate of the joint group of forces of the russian federation in Ukraine, carried out direct operational management, planning, coordination, and direction of subordinate air defense and missile defense units. There are reasonable grounds to believe that the person is involved in organizing, directing, and directly giving the criminal order to prepare and organize a fire strike with three guided missiles from the S-300 medium-range anti-aircraft missile system. As a result of this enemy shelling, 7 civilians died, and another 9 suffered injuries of varying severity. Also, production and warehouse premises of a printing complex and printing equipment were damaged, and a large amount of educational literature, including school textbooks, notebooks, and teacher's manuals, which are not military targets, were destroyed.

These actions, directed against the civilian population, are a component of the aggressive war of russia against Ukraine, and at the same time contain signs of a violation of the laws and customs of war. Along with this, the person did not use the right to refuse to execute a clearly criminal order, the obligation of non-execution of which is provided by the norms of international law, thus becoming an accomplice to the crime.

Also, nearly 100 objects of civilian infrastructure were destroyed and damaged, including apartment buildings, educational institutions, shops, public transport, and architectural monuments of local significance, which are not military targets.

There are reasonable grounds to believe that the person is involved in organizing, directing, and directly giving the criminal order to prepare and carry out a fire strike with ballistic weapons on the city of Sumy on April 13, 2025, on Palm Sunday.
